1. It depends on the video, if the video is posted there legally (by the author) then yes. (FYI anything you look at on the internet you download, webpages, youtube its all downloaded.)

2. Depends of the type of copyright, some don't allow you to make things out of the original product and in that case it would not be allowed.

It is legal to download ANY video, including music videos from YouTube. A good program to do this is: DVDVideoSoft, it will allow you to put YouTube videos into mp4 format so you can put them on your iPod, a DVD, or basically anything.

Not sure about extracting music from them, though. But my guess would be that extracting the music would be illegal since you would be putting it into a CD form without paying for it.
